The anime film is directed by Mamoru Oshii. The movie features the voices of Ryunosuke Ohbayashi, Yoshiko Sakakibara, Naoto Takenaka, Jinpachi Nezu, Mina Tominaga, Toshio Furukawa, Michiro Ikemizu, Issei Futamata, Daisuke Gouri, and Shigeru Chiba.
Noa Izumi and Asuma Shinohara are testing a new Labors facility run by the Metropolitan police. Soon Tokyo is taken over by the military by GSDF forces and martial law. The metropolitan police force investigates when terrorist activities start taking place during the civil war in Japan.
