The cast of “The Con is On,” a comic thriller set in the 1990s, is a Who’s Who of independent film character performers, but the picture ends up delivering a lot of cliches from that brief but incredibly distinct era of filmmaking, and not necessarily the ones you want. Two bad-behaving con artists come to Los Angeles to avoid paying off a big gambling debt to a prominent mobster in England. They plan a complicated plot to steal diamonds.
