A Jewish barber spends years in an army hospital recovering from his wounds after fighting in the Great War, unaware of the rise of fascist tyrant Adenoid Hynkel and his anti-Semitic policies. When the barber, who bears a striking resemblance to Hynkel, returns to his quiet neighbourhood, he is taken aback by the drastic changes and follows a girl and her neighbours recklessly.
