In a German town, someone is murdering children. The police are doing whatever they can to solve the mystery, but they still have no leads after several months, several murders and exhausting work. Their methods of seeking to locate the killer are starting to negatively impact the local criminal environment. Because of this, it is the local organised crime syndicate who finds the killer and punishes him.
